A műben Széchenyi reformelképzeléseinek összegzése olvasható tizenkét törvényjavaslatba foglalva, amelyeket az 1832/36-os országgyűlésen akart ismertetni. Az 1831-ben megírt munka itthoni megjelenését a cenzúra nem engedte, ezért látott külföldön napvilágot.
Díszes, vaknyomásos korabeli félvászon kötés, márványozott lapokkal. Kissé foxingos lapok.
