Nagyborosnyói Bartha Albert (1877–1960) vezérezredes, későbbi honvédelmi miniszter (1946. augusztus 21. – 1947. március 14.) Budapesten, 1946. február 15-én a Honvédelmi miniszter állandó igazoló bizottsága elnökeként elrendeli Tybery Vilibald ht. ezredes rendfokozatának közigazgatási úton való megfosztását, miután Tybery "német beállítottsága mellett, kötelék nélkül az országot elhagyta".
Gépirat, egy beírt oldal, Bartha Albert, valamint az igazoló bizottság tagjainak autográf aláírásával. A hajtások mentén és a jobb szélen apró szakadásokkal.
